Call to Order & Welcome by Mayor
Mayor Jarvis Deel welcomed everyone to the meeting and asked for a moment of silence.
Approval of Minutes
Mayor Jarvis Deel asked at this time has everyone had a chance to look at their minutes; is there any discussion on the minutes; if there is no discussion I will ask for a motion of approval for the minutes as is. Vice Mayor Ralph Sutherland made a motion to approve the minutes; Stearl Branham seconded the motion; a vote was taken and all members were in favor.
Approval of Treasurers Reports
Mayor Jarvis Deel asked at this time has everyone had a chance to look at their treasurers report; and if they have do we have any discussion on the treasurers report; if there is no discussion I will ask for a motion to approve the treasurers report as is; Vice Mayor Ralph Sutherland made a motion to approve the treasurers report; Virginia White seconded the motion; a vote was taken and all members were in favor.
Agenda:
Mayor Jarvis Deel asked if anyone has anything they want to add to the agenda. If no one has anything to add to the agenda at this time I will ask for a motion to approve the agenda as is; Poly Branham made the motion to approve the agenda; Ralph Mock seconded the motion; a vote was taken and all members were in favor.
Old Business:
Town Web site:
Mayor Jarvis Deel stated as an update on the Town Website; it should be up and going here pretty soon they called and got some more information off of us today and they are working really hard on it and actually if you go into it you will see a little bit of what they are doing and stuff they are getting it all together. I think it will be really good for the Town when it gets up and running anyone can go look at the minutes, do what they need to do. We have put down about the coal miners monument, Reedy Museum. Things that will attract people here to town. They asked us questions like things to do and everything like that. They are getting it together and hopefully it will be up and going here shortly.
New Business:
Review of Resolution:
Mayor Jarvis Deel stated what this resolution is the masterplan we got with that new grant and everyone come and got a copy of it, this is just a resolution (see attached resolution), and Mayor Deel read the resolution out loud. I will ask for a motion to adopt this resolution. Vice Mayor Ralph Sutherland made a motion to adopt the resolution. Poly Branham seconded the motion; a vote was taken and all members were in favor. Mayor Deel stated that the resolution is adopted this day February 16th, 2017, and stated before everybody leaves I will get everyone’s signature on it. Susan asked if he wanted to pass it down. Mayor Deel agreed. All members signed the adopted resolution.
Haysi-Clinchco Lions Club:
Ann Branham stated that she is with the Haysi-Clinchco Lions Club and we are getting ready to have our Community Easter Egg Hunt again. We were reminded the other night when we were planning our first Easter egg hunt we had about 250 or so kids, this last year we had 650, I think it was. That is what we got counted and I don’t know how many we didn’t get counted. We wanted to know if you all wanted to help us sponsor it again this year. Haysi-Clinchco Lions Club, Kiwanis, the Town of Haysi of all donated $500.00 and we are hoping to get McClure Kiwanis involved they said they would come and help us I don’t know about a donation the best I remember it was a $100.00 last year, but it takes quite a bit of money to buys gifts because we try to give each child a gift. Last year they ran out of hot dogs. They were planning on 5 to 700any way they ran out, we will try to do a little better this year but we have to plan on more. I think the crowd will probably grow this year. I appreciate your all’s help, we need to get some flyers printed and have the names printed with the sponsors on it. Mayor Deel stated at this time I will open up the table up for discussion on how much; Mayor Deel stated at this time I will open the table up for discussion on the donation; Poly Branham asked what did we give last year; Mayor Deel stated we gave $500.00 last year. Ann stated that would give them $2,000.00 to start on and we are going to try to purchase; bicycles for each group. Like 0-3 we will get two girls and two boys bikes and then go on up to 12, 12 is as high as we go. Poly stated what did we give away 40 bicycles last year; Ann stated I don’t remember how many bikes there was . I think they were discussing if I didn’t misunderstand I believe it was two bikes this year for each group this year. Virginia stated I believe it was two for the girls and two for the boys last year; is that right; I think we gave out four for the girls and four for the boys. Mayor Deel stated one of the things we are going to be faced with is; he has been getting calls about the Clinchco Heritage Days and they are wanting to celebrate the 100th celebration of Clinchco and maybe there is something we can do to make it a little bit bigger and better also, try to celebrate and include the Clinchco Veterans in it. Trevor Counts stated this is just February. Mayor Deel stated I guess they just gave me a heads up. Trevor Counts stated we not asked for anything from the county in a long time, and the county quit us we don’t have we are barley going to float this year. We are looking at you know, we don’t have many children we have more grownups but we are trying see if we can’t do something for them and I know the Lions Club helps a lot of kids and stuff but we got to look at. That is just me, you all do what everybody else wants to do; Ralph Sutherland stated how about a $300.00 donation, you’re talking about $500.00 like you said we don’t have the revenue coming in like Haysi does and the other people and I mean and if we need something for the town why then it would be a struggle for us to get it, but that is just my opinion, I would be willing for $300.00, but that is up to everybody else though. Stearl Branham stated if that is all we can afford that is all we can afford. I agree with you then Ralph, if you want to make that move I will second it. Mayor Deel stated really I think it might be best this year here because we really don’t know how the Coal Severance is going to fall, I mean we got hit the last time not as hard as we thought we would basically just dropped back to what we were getting before for the last time. Now if we get hit again it will be less. Trevor Counts stated that she was told by somebody the other day and if we get it; it won’t be nothing like what you had been getting. That is what I heard. I love doing things for the kids and last year we had 17 kids last year and they were kids I have never seen before. Ralph Sutherland made a motion to make a donation of $300.00 to the Haysi-Clinchco Lions Club. Ralph Mock seconded the motion; a vote was taken and all members were in favor. Mayor Deel asked Ann when she would need the check and Ann stated whenever. I was thinking you needed it pretty soon so you would know what you got. Ann stated yeah so they can start the starting and get what they need, thank you though.
Update on the recycling Bin:
Mayor Jarvis Deel stated that Lester called me the other day and possibly have the trailer here one day next week. I had talked to Nathan about setting it up there around the Fire Department up there where that streetlight is that way it has light shining on it. Stearl stated that will be good. Mayor Deel stated that way nobody can come steel cans out of it and sell them their selves. If I find out anything else, I will let you all know. Liz Silvers asked the Mayor what the recycling bin for; Mayor Deel stated it is for cans, plastic. They just want everybody to start recycling.
Closed Session:
Mayor Deel stated at this time we need to step into closed session for a few minutes and I would like to call closed session under code section 2.2-3711 section 1, 3 and 4. Seven being legal, 3 & 4 being, Stearl stated for whatever; Mayor Deel stated it’s actually stuff you can’t discuss in the public. Trevor Counts made a motion to go into closed session; Stearl Branham seconded the motion; a vote was taken and all members were in favor.
Mayor Deel stated that at this time he would like to call this meeting back in session under code section 2.2-3712 and I would like a motion that only public business matters were identified by the motion by which the closed meeting was convened that was discussed and considered by the public body. Trevor Counts made the motion; Virginia White seconded the motion; Mayor Deel stated we will have to do a roll call vote on this; Mayor Deel voted yea, Ralph Sutherland voted yea, Stearl Branham voted yea, Poly Branham voted yea, Ralph Mock voted yea, Virginia White voted yea, Trevor Counts voted yea. All members voted yea. Mayor Deel stated he needed someone to make a motion on what they discussed back there in foreclosure on this Deed of Trust; Paul and Karen Holts. Vice Mayor Ralph Sutherland made the motion; Poly Branham seconded the motion; a vote was taken and all members were in favor.
Volunteer Students:
Mayor Deel stated our volunteer students will be coming here soon; we will have 12 of them this time. March the 10th - 18th and they are coming from Marquette College and some of them may be out of Wisconsin, Milwaukee or somewhere like that and some may be from Detroit. Poly asked what will they be working at this time; Mayor Deel stated we have people putting applications in right now. That way we can go ahead and start getting donations from what we are needing. Trevor asked what are they going to be able to do this time; painting. Mayor Deel stated yeah they can’t do any major work; nothing electrical or nothing like that just like we done last time they done a lot of clean up in town, we painted, fixed porches stuff like that, just minor things people need done. Poly asked where will they be staying; Mayor Deel stated right here at the Town Hall. Poly asked does the work have to be done in the corporation limits of the town; Mayor Deel replied yes. Poly stated to see Ms. Duty tell her to sign up for that. Earl Hay stated that she wasn’t in the corporation limits; Poly asked why ain’t she. Earl stated because it runs right up beside my house. Poly stated it goes up that holler there. Earl stated no it don’t. Mayor Deel stated the way the boundary runs it comes up through there and cuts Earl’s back porch off. The only part of him that is in the Town corporation limits is the trailer. Poly stated I am probably not in the corporation limits in the town then am I; Mayor Deel stated oh yeah you are. Mayor Deel looked for a map he has to show the boundaries of the town. Mayor Deel showed Council and public where the Town boundaries end.
Public Comments:
Mayor Deel asked at this time do we have any public comments; No public comments were made.
Council Comments:
Mayor Deel asked for Council comments; Virginia White stated yes she wanted to ask something; did you tell Garland up there, that they can’t back that trash can up in his yard there; Mayor Deel stated no they can’t back the can in there; they can put it down there at that wide spot. I am not the only one who told him, Gary from up there at the transfer station told him to. If someone needs that can, I call Gary and we will ride around look and see. The reason for that being is they have got to have it where it is assessable for their truck and not take a chance on damaging somebody’s property with it. Down at Haysi they left just a little bit of the ear sticking out on the corner of the road there one time and a man tore his mirror off and the county had to pay to fix that. That is why they are so picky of where they put it. Marsha stated they can’t pull that over our bridges they will not be able to hold them. Virginia agreed.
Does anybody have any more comments or brag on anything; like those two lights I wired up in there today. Poly Branham asked if he ever got them cameras; Mayor Deel stated yeah we got the cameras put up. Poly stated, I mean up at the ball park and all that. Mayor Deel stated yes they are all up.
