COUNCIL MEETING
MINUTES OF MEETING ON NOVEMBER 15, 2018
MEMBERS PRESENT:Mayor Jarvis Deel,Trevor Counts, Vice Mayor Ralph Sutherland, Herbert Branham, Stearl Branham
MEMBERS ABSENT: Nathan Mullins
TOWN CLERK: Tina Deel
TOWN ATTORNEY: Greg Baker
Call to Order & Welcome by Mayor
Mayor Jarvis Deel welcomed everyone and called the meeting to order and asked for a moment of silence.
Approval of Minutes
Mayor Jarvis Deel asked if everyone has had time to look at the last minutes and if there is any discussion over the minutes; no discussion was made. Vice Mayor Ralph Sutherland made a motion to approve the minutes; Stearl Branham seconded the motion; a vote was taken and all members were in favor.
Approval of Treasurers Reports
Mayor Jarvis Deel asked if everyone has had a chance to look at their treasurers’ reports (General and Police Department); Greg Baker complimented the police officers on their professionalism. Mayor Deel asked if anyone had any discussion over the reports; no discussion was made. Vice Mayor Ralph Sutherland made a motion to approve both treasurers’ reports; Herbert Branham seconded the motion; a vote was taken and all members were in favor.
Agenda:
Mayor Deel asked for any additions to the agenda; no additions were made. Vice Mayor Ralph Sutherland made a motion to approve the agenda; Trevor Counts seconded the motion; a vote was taken and all members were in favor.
Old Business:
Vacant Council Seat:
Mayor Deel stated to Greg Baker that we do have to run another notice in the paper again. Greg agreed that yes, it does need to run again. Greg Baker requested that Tina Deel send him a copy of the notice via email so he can look at it and make sure it is correct. After the notice runs in the paper for two weeks; then at the December council meeting the council members will be ready to make an interim appointment, and the appointment that is made next month will be good until November 2019, then there will have be another special election. Then again in May of 2020 everyone will have to run again.
New Business:
Discussion about the holidays:
Mayor Deel asked Vice Mayor Ralph Sutherland their plans; if they were going to do as they done before at the Senior Citizens Building; Ralph stated yes, they were planning on having treats for the children. Trevor Counts stated they wanted to talk to J.R.; Mayor Deel stated J.R. couldn’t be at the meeting tonight, but he stated that the Clinchco Kiwanis wants to have a Christmas Parade on December 8thand do a tree lighting on a 12’ spruce directly afterwards and have Santa, hot chocolate, the parade will run from Triple T down though Main Street. Trevor stated she had talked to him about it and just go in together and do it. We always have treats, coffee over at the Senior Citizens building, but this year I would like to do, and I have to talk to my girls, but I would like to do hotdogs, nachos and cheese, but there is just not a lot of people in town and I wanted to see what everybody thought. Ralph stated he felt it may be a better idea to do it the week after, and have two celebrations. Greg suggested that the Planning Committee and Kiwanis Club get together and have a meeting. Everyone agreed, Mayor Deel made a motion that we would agree with whatever they came up with and that way we can go ahead and do our vote, and whatever you all come up with just get ahold of me and let me know. Greg stated he didn’t think we needed a vote, but we give the consensuses here tonight that the Planning Committee and the Kiwanis get together and decided on what to do for the holiday celebration.
Gilmore Street:
Mayor Deel stated that he needed to speak about Gilmore Street; the tree cutting company came up there the other day and one of the bucket trucks broke some more of the road off. I went and looked at it and it’s not that much worse than what it was to start with. But, just to be on the safe side where it is a town road that maybe we can get a sign to put on both ends of the road that says; caution narrow road. Different suggestions were made of what could be done regarding the road. Trevor Counts made a motion for the town to purchase a couple signs for Gilmore Street; Herbert Branham seconded the motion; a vote was taken and all members were in favor.
Council Comments:
Mayor Deel asked for council comments; no comments were made.
Public Comments:
Mayor Deel asked for public comments; Don Hill stated that the school board meeting will be coming up in the next couple weeks. Don explained how much work he has put in this project in getting the school to Clinchco and his reasons of why he felt the way he did. He stated that he will be at the next meeting and encouraged everyone to come and support.
