COUNCIL MEETING

MINUTES OF MEETING ON 5/21/2020

MEMBERS PRESENT: Mayor Jarvis Deel, Vice Mayor Ralph Sutherland, Herbert Branham, Ruby Coleman, Stearl Branham

MEMBER’S ABSENT:  Trevor Counts, Nathan Mullins

TOWN ATTORNEY:  Greg Baker (via telephone)

Call to Order & Welcome by Mayor

Mayor Jarvis Deel welcomed everyone and called the meeting to order and asked for a moment of silence. 

Approval of Minutes

Mayor Jarvis Deel asked everyone to review the minutes, and if there were any questions over the minutes; no questions were asked.  Stearl Branham made a motion to approve the minutes; Herbert Branham seconded the motion; a vote was taken and all members were in favor.

 Approval of Treasurers Reports

Mayor Jarvis Deel asked for everyone to review the treasurers report. Mayor Deel asked if there were any questions over the treasurers’ reports; Vice Mayor Ralph Sutherland stated he had a question over the Police Dept account, he thought they voted on it being like the general fund account.  Did they not use any gas this time, or write any tickets; why did you write it down in the general fund account; Tina stated because I paid the bill out of the general account; Ruby asked why was it paid out of the general account; Tina stated I only receive one combined bill for the town and police dept, so I paid it out of the general account and broke down on the report how much belonged in which area. More discussion was made over the police dept account. Mayor Jarvis Deel suggested that moving forward we can note it on the Police Dept Account to clear up any confusion. Greg Baker addressed council regarding the treasurer reports and how they work. Ruby Coleman made a motion to approve the General, and the Police Treasurers reports; Herbert Branham seconded the motion; Ruby Coleman voted yes; Stearl Branham voted yes; Herbert Branham voted yes; Stearl Branham voted yes; Herbert Branham voted yes, Mayor Jarvis Deel voted yes; Vice Mayor Ralph Sutherland voted no.  Motion to pass the treasurers reports passed.

Agenda:

Mayor Deel asked for any additions to the agenda; no additions were made to the agenda; Stearl Branham made a motion to approve the agenda; Ruby Coleman seconded the motion; a vote was taken and all members were in favor.

Bids for putting a metal roof on the Town Hall:

Mayor Jarvis Deel stated at this time he would like to go over the bids for putting a metal roof on the Town Hall.  Mayor Deel stated to council who put the bids in and how much they laid their bids in for.  Vice Mayor Ralph Sutherland made a motion for Wes McCowan to do the work, Ruby Coleman seconded the motion; Mayor Deel asked for a roll call vote for Wes McCowan; Vice Mayor Ralph Sutherland voted yes; Ruby Coleman voted yes; Stearl Branham voted no; Herbert Branham voted no; Mayor Jarvis Deel voted no, the motion failed to pass.

Herbert Branham made a motion to let Rocky Woods to do the work on the town hall; Stearl Branham seconded the motion; Mayor Deel asked for a roll call vote; Stearl Branham voted yes; Herbert Branham voted yes; Mayor Jarvis Deel voted yes; Ruby Coleman voted yes; Vice Mayor Ralph Sutherland voted no.  The motion passed and Rocky Woods won the vote to put a metal roof on the town hall.  Council also stated that they must start the job within 15 days, time beginning on the day they are awarded the bid and they must also do clean up.  If Rocky Woods does not start the job within 15 days from the award of the bid then the award will automatically fall to the second choice.

Winners of the May Local Election:

Mayor Jarvis Deel stated he just wanted to announce who the new council will be;

Herbert Branham, Stearl Branham, Ruby Coleman, Cynthia Ellis, Trevor Counts, and Jelane Mock.

Purchase of Building:

Mayor Jarvis Deel stated we need to purchase a 12X24 storage building so we can store some stuff that is up at the ball field that will need to be moved.  Discussion was made over where the stuff is at right now, and how we need to store items that the town has up there.

Greg Baker suggested to move this topic to next month so they could have longer time to discuss it.

Greg stated he would talk to Lee about the possibility of a building.

 

Public Comments :

Mayor Jarvis Deel asked for Public Comments; Randy Moore addressed town council regarding the ball field and how he felt about losing the ball field.  How he wanted to work together to better Clinchco’s future.  Randy also stated maybe the possibility of an alternate coming in place if a council member couldn’t make a meeting.  Greg explained Clinchco’s charter and that couldn’t happen.  Randy asked about the town ordinances and how the town law should be enforcing the ordinances.  Greg Baker stated that he will work on the towns ordinances by creating a book to have them on hand and update what needs to be updated.

Council Comments:

No council comments were added by council.  Ruby Coleman addressed council members regarding the importance of the town having a vision and mission, and that is something I would like to do this summer.  Ruby stated the possibility of herself and Tina looking at the DMME grant and being proactive in getting the ball rolling on it.

Adjournment:

Herbert Branham made a motion to adjourn; Vice Mayor Ralph Sutherland seconded the motion; a vote was taken and all members were in favor.
