TOWN OF CLINCHCO 

COUNCIL MEETING 

MINUTES OF MEETING ON 2/20/2020 

 

MEMBERS PRESENT: Mayor Jarvis Deel, Vice Mayor Ralph Sutherland, Herbert Branham, Ruby Coleman, Stearl Branham 

MEMBER’S ABSENT:  Trevor Counts, Nathan Mullins 

TOWN CLERK:  

TOWN ATTORNEY:  Greg Baker 

Call to Order & Welcome by Mayor 

Mayor Jarvis Deel welcomed everyone and called the meeting to order and asked for a moment of silence.    

Approval of Minutes 

No minutes were provided to be approved  

Approval of Treasurers Reports 

No minutes were provided to be approved 

Agenda: 

Mayor Deel asked for any additions to the agenda; no additions to the agenda; the agenda was approved as is. 

Closed Session: 

Mayor Jarvis Deel made a motion to go into closed session under code section 2-2.3711; all was in favor, motion passed to enter into closed session to discuss legal and personnel matters. 

Reconvene into open session: 

Mayor Jarvis Deel made a motion to come back into open session under code section 2-2.3712.  Mayor Jarvis Deel made a motion for a roll call vote that all that was discussed was legal and personnel matters; Roll Call Vote: Ruby Coleman, yes; Herbert Branham, yes; Stearl Branham, yes; Vice Mayor Ralph Sutherland, yes; Mayor Jarvis Deel, yes.  

Old Business: 

Town Clerk: 

Mayor Jarvis Deel asked for a vote to reinstate Tina Deel as Town Clerk to be back on March 2nd with a 6-month probation period; with no benefits until after her first year and after the first year she will receive her full benefits back.  A vote was taken all council members voted aye.     

New Business: 

Church up Mill Creek: 

Councilmember Herbert Branham stated that Earl Hay was throwing trash over the hill again and it didn’t look good at all.  Supervisor Peggy Kiser stated that she would check with litter control about that situation.  Mayor Jarvis Deel stated he would have one of his officers go up with Eugene and see what could be done. 

Audit: 

Vice Mayor Ralph Sutherland suggested we check with some CPA’s and see how much an audit would be for at least the last year.  Town Attorney Greg Baker suggested to check with CPA’s in Dickenson County first, and we should advertise it on our website.  A vote was taken and all members agreed.  

Police Department: 

Vice Mayor Ralph Sutherland asked for the Police Department’s treasurer report to be itemized like the General treasurer report.  All council members voted and agreed.

No public comments were made. 

Council Comments: 

No council comments were added by council. 

Adjournment:  

Mayor Deel made a motion to adjourn and all council members votes yes and the meeting was adjourned.
