COUNCIL MEETING
MINUTES OF MEETING ON NOVEMBER 16, 2017
MEMBERS PRESENT: Mayor Jarvis Deel, Vice Mayor Ralph Sutherland, Virginia White, Member Trevor Counts
MEMBERS ABSENT: Ralph Mock Jr., Stearl Branham, Hurbert “Poly” Branham

Call to Order & Welcome by Mayor
Mayor Jarvis Deel welcomed everyone and called the meeting to order and asked for a moment of silence.
Approval of Minutes
Mayor Jarvis Deel asked if everyone has had time to look at the last minutes and if there is any discussion over the minutes. No discussion was made. Mayor Deel asked for a motion to approve the minutes; Virginia White made a motion to approve the minutes; Vice Mayor Ralph Sutherland seconded the motion; a vote was taken and all members were in favor.
Approval of Treasurer's Reports
Mayor Jarvis Deel asked if everyone has had a chance to look at their treasurer’s report and if there is any discussion on the treasurer’s report; Trevor Counts made discussion over hours worked by the part time police officers. Mayor Deel explained he has already let them know of how many hours that can be worked a pay period, and also stated he did have the mileage sheets and tickets that have been written in the past couple months if anyone wanted to look at them. Mayor Deel asked for an approval for the treasurer’s report as is; Trevor Counts made a motion to approve the treasurer’s report; Virginia White seconded the motion; a vote was taken and all members were in favor.
Agenda:
Mayor Jarvis Deel asked if anyone had any additions they would like to make to the agenda;
No additions were made; Vice Mayor Ralph Sutherland made a motion to approve the agenda; Trevor Counts seconded the motion; a vote was taken and all members were in favor.
New Business:
Letter from Don Hill:
Mayor Jarvis Deel stated he had a letter from Don Hill and read the letter out loud to the council members. Don Hill is requesting to fill the vacant seat in the Town Council. Mayor Deel stated we have received a letter from Don Hill, but before we can do anything we have to receive a resignation letter from Pickle, (Ralph Mock, Jr.). We cannot make a motion on this tonight.
Police Department Account:
Mayor Deel stated that BB&T, if we don’t keep $1,500.00 in the checking account we will get service charged $12.00 a month. Tina called New Peoples Bank, and talked about a checking account with them and as long as we don’t go over 500 items a month it will be service charge free and even if we did it would only be .10 an item. I would like to see if anyone would like to make a motion to move the accounts to New Peoples Bank. Trevor Counts made a motion to move the checking account to New Peoples Bank; Virginia White stated if we are going to move one we may as well move them all. Vice Mayor Ralph Sutherland stated he felt the best thing to do was to transfer the money over to the Police Department account to keep it from getting service charged and not move banks. Mayor Jarvis Deel agreed with Virginia White’s suggestion; Trevor Counts made a motion to move all the towns accounts to New Peoples Bank; Virginia White seconded the motion; a vote was taken; Trevor Counts voted yes, Virginia White voted yes, Mayor Deel voted yes, and Vice Mayor Ralph Sutherland voted no.
Old Business:
New Ordinance:
Mayor Deel stated he would like to table this until the next meeting, because I need to read this and I just received it today and I would like to see what it says; Mayor Deel made a motion to go ahead and table this discussion until the next meeting; Trevor Counts seconded the motion; a vote was taken and all members were in favor.
Council Comments:
Mayor Deel asked for council comments; no comments were made.
Public Comments:
Mayor Deel asked for any public comments; Don Hill stated there is a gentleman that has a new technological machine that changes bad coal into good coal and he is interested in moving from Hazard KY back to Richlands and is looking to lease some property and I told him the Town probably has some and I will have him contact Jarvis and you can take it from there. Mayor Deel stated after I talk to him I will bring it back to you all and I am sure we will have to have a public hearing. Don Hill stated that he was wondering what the purpose of the Certificate of Deposit is; discussion was made that the certificate was held security blanket for the town if we ever needed it for something. Don stated the probability of hiring a grant writer. Mayor Deel stated right now he had someone that is pretty good at writing grants and if we had something come up I am sure I could get him for a good price. Mayor Jarvis Deel and Vice Mayor Ralph Sutherland discussed property owned by the town and possible land ideas to possibly show.

Trevor Counts made a motion to adjourn; Ralph Sutherland seconded the motion; a vote was taken and all members were in favor.
