COUNCIL MEETING
MINUTES OF MEETING ON JUNE 15, 2017
MEMBERS PRESENT: Mayor Jarvis Deel, Vice Mayor Ralph Sutherland, Member Stearl Branham, Member Hurbert “Poly” Branham, Member Virginia White, Member Ralph “Pickle” Mock Jr.

Call to Order & Welcome by Mayor
Mayor Jarvis Deel welcomed everyone and called the meeting to order and asked for a moment of silence.
Approval of Minutes
Mayor Jarvis Deel asked if everyone has had time to look at their minutes; if everybody has had a chance to look over their minutes at this time I will ask if anybody has any questions on the minutes; if no questions on the minutes I will ask for the minutes to be passed as is; Stearl Branham made the motion; Hurbert Branham seconded the motion; a vote was taken and all members were in favor.
Approval of Treasurers Reports
Mayor Jarvis Deel asked if everyone has had a chance to look at their treasurer’s report and if anybody has any questions on the treasurer’s report; Virginia White asked what about this $1,000.00 to Larges Pest Control; Mayor Deel stated it was over the extermination; Virginia White asked why did we have to have extermination done for; Hurbert Branham stated fleas; Virginia White stated fleas; Hurbert Branham stated no, fleas, bedbugs or something, I don’t know. Virginia White asked why did we buy ball joint for the Bronco when we don’t even have a Bronco; Mayor Deel stated yes we have a Bronco its sitting right there beside the town hall; Virginia White stated oh ok. Mayor Deel asked if anybody else had any questions on the treasurer’s report; if not, I ask for a motion to pass the treasurers report as is. Hurbert Branham made the motion to pass it; Stearl Branham seconded the motion; a vote was taken and all members were in favor.
Agenda:
Mayor Jarvis Deel asked if anyone had any additions they would like to make to the agenda; if nobody has no additions to add to the agenda, I will ask for a motion to approve the agenda as is; Stearl Branham made the motion to approve the agenda; Vice Mayor Ralph Sutherland seconded the motion; a vote was taken and all members were in favor.
Old Business:
Town wide flea market:
Mayor Jarvis Deel stated we already have the ordinance and for us to change it like we was talking about, Tuesday and Wednesday what we would have to do is hold a public hearing and state in the newspaper what the public hearing is about and then vote on changing it to Tuesdays and Wednesdays instead of a whole week or we could just, since we already have the ordinance just leave it the way it is and we can maybe advertise for Tuesday and Wednesday and that will save us from having another public hearing. Susan stated two weeks in the paper. Mayor Deel stated it would have to run about two weeks in the paper and that’s for the public hearing and that about $60, something like that for it. Hurbert Branham stated I would like to say something about that; I have had a lot of people talk to me about a flea market here in Clinchco and they said for me to ask you why couldn’t you look into where the school building sat down here and we use that whole thing for a flea market like on Friday’s and Saturday’s and we rent it out and let the town make some money. I know the town can’t make no…hey. Mayor Deel stated that really isn’t the problem right now, but what you have to tell them is ask their school board. Hurbert stated that is what I am saying. Mayor Deel stated they won’t deal with us. Hurbert Branham stated well maybe if we take care of the lot down there they might would let us do that. Mayor Deel stated right now they still say they have prospects for that piece of property down there. Hurbert stated I know they got prospects for it but I don’t see why the supervisors need money and the school board needs money, I can’t see why they won’t rent a building or supply the land down there so somebody can make some money or make them some money, I can’t understand that you know what I am saying, I know exactly what you are saying. Mayor Deel stated we have plenty of room someone can set up here in town. Hurbert asked if he was going to charge people to set up here in town. Mayor Deel stated yes. Hurbert said it will be on a Monday and a Tuesday; Mayor Deel stated we can either redo our ordinance. According to our ordinance anybody can have a flea market anytime they want to as long as they come by the town hall get them a $5.00 permit and we can give them a 25X25 place to set up. The yard sales to begin no earlier than 6 am and to conclude no later than 6 pm. Mayor Deel read the ordinance out loud; (a copy of the ordinance is attached); we can leave the ordinance as is and if the people set up through the week charge them $5.00, but we can also advertise and get more people up here on a Tuesday and Wednesday too. Susan stated you can always put that on your Face Book page or your website you wouldn’t have to pay to put it in the paper and it could get out like that to. Since you already have an ordinance that allows it I don’t know if you would want to go through what it would take to amend it, but obviously that it is up to you all. Mayor Deel made a motion to leave the ordinance as it is and also advertise on Face Book and on our Website any way we can for Tuesday’s and Friday’s maybe get everybody up here at the same time. Maybe we will get some of the old flea marketers back up here that we had before. Ralph Sutherland stated that was a good idea and he would make a motion for that. Stearl Branham seconded the motion; a vote was taken and all members were in favor. Virginia White asked what are you going to do about where they set up down there across where you go over to brick flats beside the road; Mayor Deel stated what we are going to have to do is we are going to start enforcing it. Only thing is we have always had this ordinance we just never have enforced it.
New Business:
Budget:
Mayor Deel stated on new business we have to vote on our budget; on the first of the vote we have to vote on our taxes and levies and they will remain the same; do I have a motion to vote on the taxes and levies the way we have them; Ralph Sutherland made the motion; Hurbert Branham seconded the motion; a vote was taken and all members were in favor. Mayor Deel stated now we vote on the budget as is, I will ask for a motion to vote on the budget as is; Ralph Sutherland made the motion; Ralph Mock, Jr. seconded the motion; a vote was taken and all members were in favor. Mayor Deel stated I wanted everybody to know and it’s not a big deal, but it is a big deal we have managed to save some so actually we have $11,355.00 difference from what we had in 2016 right now. Hurbert Branham asked if that was to the good; Mayor Deel stated yes it is.
Facebook Account:
Mayor Jarvis Deel stated the town’s Facebook account, I guess you could talk to Kenny to see if he could get Tina on the Facebook account so she can put on it what we need. Virginia stated I don’t know if he is on the Facebook account or not. Tina stated, Marsha had told her that Kenny was one of the administrators over it. They need to either put me on it or close that one out and let me open up another one for the town because I can’t ask for donations under my name the people would think it is me asking. Virginia stated, I don’t know, Kenny and them stays in their room and I stay in mine I might get 10 words out of them in a week so I don’t know. Mayor Deel stated well if you can think of it and all you get is 10 words in can you make 8 of them about that or tell him I would like to see him.
Clinchco 100th anniversary:
Mayor Deel stated the reason I have that on there is I would like to discuss with council us trying to put a little money together and doing something ourselves; Virginia White asked Mayor Deel to repeat what he said; Mayor Deel restated his question. Virginia stated yeah, because we may not get anything off of the board of supervisors, I don’t know. If Trevor don’t get better so we can get out so we start getting that stuff, I don’t know because I can’t do it all by myself and I certainly ain’t hauling around Mary McCowan. I will take Allen but I will not take her. Mayor Deel stated well we need to see what kind of price we would want to set on it. Virginia stated we will take whatever you will give us; Mayor Deel stated oh no, this is going to be the town doing this. Virginia stated, I say whatever. Susan asked what types of things were you thinking about; Mayor Deel stated maybe trying to get a band for one night, maybe some vendors to come in here. Virginia stated that would be good if you got that for the Saturday night, before the homecoming the next day. Mayor Deel stated, I don’t know just, we will just have to check around and see what we can do to maybe do something a little better and I would at least like to ask the council to put up $1,500.00; Poly asked if that would be to pay the band and stuff; Mayor Deel stated yes, we will keep receipts on everything. Then again we might get somebody in here that we can make a little money off of. Maybe get one of those hot food vendors in here. Virginia stated maybe can get Delmon and Brenda to set up; Mayor Deel said one thing about it we will have to be careful of who and where they set up because the health dept. has already contacted us wanting to know if we were going to have vendors and what kind and how many we were going to have set up. Mayor Deel stated that is just my idea and if you all have any ideas; Ralph Sutherland stated that sounds alright to put $1,500.00 up for that and what is left over put it back in, it may not even take that. Ralph Sutherland made a motion to put $1,500.00 in the kitty for the 100th anniversary to be spent for entertainment or whatever; Hurbert Branham seconded the motion; a vote was taken and all members were in favor.
Council Comments:
Mayor Deel asked for council comments; no comments were made.
Public Comments:
Mayor Deel asked for any public comments; Don Hill stated I am assuming that ordinance is on file at the court house, the flea market ordinance; Mayor Deel stated I would say it is; Don stated ok, just a thought. Couple other things in the revenue side of the budget what is the status of the rolling freight track tax now, I noticed it has picked back up the railroad coming through here. Mayor Deel stated the rolling stock; last year was $5,000.00. Or that may have been the year before; I don’t think we got it last year. All that we got was Coal Severance last year; Tina stated no, I think we got it, but let me check and I can tell you real fast; Mayor Deel stated I think the way they base that is the mileage of track you got in each town. Now that is what I was told and over heard at one of the board of supervisors meetings. Ralph Sutherland stated should be the same thing I would say every year because like you say that is what they base it on is the length of track. Don stated it may be an interruption where they discontinued the trains a long time ago just completely stopped them and rerouted traffic but they have started back now. Tina stated yes we got it last September $5,029.00. Don stated this 100th anniversary birthday of Clinchco; are you going to put that in the paper. Mayor Deel stated yeah. Don stated that would be a good day to have a flea market. What was the group that was here that Dennis Reedy was with; Mayor Deel stated it was the historical society. Don stated they may come back and set up a little booth or something and kind of outline the history of Clinchco, they have all that data. Mayor Deel stated yeah, I am sure Susan likes to do stuff like that, so we could talk to her and see about it. Don asked Tina if she kept a, on the expenses and revenue do you keep any kind of general ledger or a spread sheet; Tina stated in the books; I just keep a ledger in the books is all; Don asked about a spreadsheet; Tina stated the only spreadsheet I do is….Don stated so you keep a ledger in the check book and you keep folders; No, I keep files on the bills I pay, is there something you want to see; Don stated no, I just wondered here on the budget these bills were pretty much isolated and I just wanted to see if you kept everything separate; Tina stated I keep all of our bills separate in the filing cabinet; Don stated so AEP is kept in one folder; Tina stated yes.
