HOUSING MEETING
MINUTES OF MEETING ON 4/19/2018
MEMBERS PRESENT: Chairman Jarvis Deel, Don Hill, Trevor Counts, Virginia White, Ralph Sutherland, Tina Deel
MEMBERS ABSENT 4/19/2018: Frankie Gulley, Randy Moore

On 4/19/2017 the meeting was called to order by Chairman Jarvis Deel.
Welcoming and moment of silence:
Chairman Jarvis Deel, welcomed everyone to the meeting and called the meeting to order, and asked for a moment of silence.
Approval of Minutes:
Chairman Jarvis Deel asked if everyone has had a chance to look over their minutes; Don Hill made a motion to approve the minutes; Ralph Sutherland seconded the motion; a vote was taken and all members were in favor.
Approval of the Treasurers Report:
Chairman Deel asked if everyone has had time to look at their treasurer’s report; Virginia White asked what was the 994.75 (reimbursement for payroll) what is that; Chairman Deel stated that is what the housing reimburses Tina for payroll. Don Hill made a motion to accept the treasurer’s report as presented; Virginia White seconded the motion; a vote was taken and all members were in favor.
Additions to the agenda:
Chairman Deel asked if anyone had any additions they wanted to make to the agenda; no additions where added; Ralph Sutherland made a motion to approve the agenda as is; Don Hill seconded the motion; a vote was taken and all members were in favor.
Old Business:
Closed Session:
Chairman Deel stated at this time he would ask for a motion to go into executive session under code section 2.2-3711 section 7, and section 4, to discuss legal and personal matters. Ralph Sutherland made a motion to go into executive session; Don Hill seconded the motion; a vote was taken and all members were in favor.
Open Session:
Chairman Deel stated at this time he would like to get a motion to reconvene into open session; Don Hill made a motion to reconvene into open session; Ralph Sutherland seconded the motion; a vote was taken and all members were in favor. Chairman Deel stated we are back into open session as required by Virginia code section 2.2-3712 paragraph D, the Clinchco Housing Board shall reconvene into open session thereafter and we shall certify that only these personal matters were identified in the motion for the closed session that was discussed or considered by the housing board. Ralph Sutherland made a motion to confirm what was discussed in closed session; Don Hill seconded the motion; a vote was taken and all members were in favor.
Deeds of Trust:
Chairman Deel asked for a motion to table the Deeds of Trust issue until Susan can come back with an answer. Ralph Sutherland made a motion to table the issue; Don Hill seconded the motion; a vote was taken and all members were in favor.
New Business:
Amending the Housing By-Laws:
Chairman Deel stated we had discussed amending the by-laws under section 3-1 to strike 8 members to 5 members; at this time I would like a motion to amend the housing by-laws under article 3, section 3-1, to strike 8 members down to 5 members; Susan stated we will have to have a public hearing on that matter; Chairman Deel stated ok, he would like a motion to have a public hearing to amend the by-laws, article 3, section 3-1 to strike out 8 members to 5 members; Don Hill made the motion to have a public hearing to amend the housing by-laws; Trevor Counts seconded the motion; a vote was taken and all members were in favor.
Chairman Deel asked about a good date to have the public hearing; it was decided to have it the next meeting on May 17th, at 5:00 pm. Chairman Deel asked for a motion to have the public hearing (if necessary) to change the housing by-laws, article 3, section 3-1 to strike out 8 members to 5 members; Don Hill made the motion; Trevor Counts seconded the motion; a vote was taken and all members were in favor.
Public Comments:
No public comments were made.
Housing Member Comments:
Chairman Deel asked for housing member comments; Don Hill stated it was a little disconcerting to come here and meet and that no one from the public comes to the meetings. I guess that is an indication of their interest of what we are doing, unfortunately. I guess if we get another grant they will show interest. Chairman Deel stated I would love to have another grant more so for blight and infrastructure before the whole town burns down. Discussion was made of the last house that burnt in town. Discussion was made regarding the grant that was turned down, it was input incorrectly. Chairman Deel stated after he explained to the DHCD how it should have been submitted and they agreed it would have been looked at differently.
