August Town Council Meeting Minutes
TOWN OF CLINCHCO
COUNCIL MEETING
MINUTES OF MEETING ON AUGUST 16, 2018
MEMBERS PRESENT: Mayor Jarvis Deel, Trevor Counts, Virginia White, Vice Mayor Ralph Sutherland
MEMBER’S ABSENT: Don Hill, Herbert Branham, Stearl Branham

Call to Order & Welcome by Mayor
Mayor Jarvis Deel welcomed everyone and called the meeting to order and asked for a moment of silence.
Approval of Minutes
Mayor Jarvis Deel asked if everyone has had time to look at the last minutes and if there is any discussion over the minutes; No discussion was made. Vice Mayor Ralph Sutherland made a motion to approve the minutes; Trevor Counts seconded the motion; a vote was taken and all members were in favor.
Approval of Treasurers Reports
Mayor Jarvis Deel asked if everyone has had a chance to look at their treasurer’s reports (General and Police Department) and if so does anyone have any discussion over the reports; discussion was made over the treasurer’s report. Trevor Counts made the motion to approve both treasurers’ reports; Virginia White seconded the motion; a vote was taken and all members were in favor.
Agenda:
Mayor Deel asked for any additions to the agenda; Ralph Sutherland requested to add having the town cleaned up before October. Mayor Deel added section 3; a report about the police dept. Vice Mayor Ralph Sutherland made a motion to approve the agenda with the two new additions; Trevor Counts seconded the motion; a vote was taken and all members were in favor.
Old Business:
Old Post Office Road:
Mayor Deel stated he had some estimates on having gravel delivered. Mayor Deel went over the list of companies quotes to deliver gravel. Ralph Sutherland made a motion to contact E. Dillon and have them deliver and spread the gravel on the Old Post Office Road; Trevor Counts seconded the motion; a vote was taken and all members were in favor.
New Business:
Clinchco Days:
Mayor Deel stated that he wanted to discuss Clinchco Days; The kettle we have out there they use to make molasses in, the church said if we would let them use it they would set up and make some apple butter. Vice Mayor Ralph Sutherland made a motion to let the church use the kettle and make apple butter; (discussion was made about the kettle); Trevor Counts seconded the motion; a vote was taken and all members were in favor.
Town Clean Up:
Mayor Deel stated we need to discuss town clean up with experienced help; I looked back on our ordinance, and I believe we will have to give everyone notice. Discussion was made of homes that need to be cleaned up. Jarvis told Susan he would get our ordinance over to her so she can review it and let the town know how to proceed. Vice Mayor Ralph Sutherland made a motion to hire a company someone that is in the business to cut the grass and trees before October, our Homecoming; Virginia White seconded the motion; a vote was taken: Trevor Counts votes yes, Virginia White voted yes, Ralph Sutherland voted yes, and Mayor Jarvis Deel voted no.
Police Department:
Mayor Deel stated on the Police Department what it is; we have had to go through a whole bunch of hoops until we got Richard on as Chief, he made the policy we had to have. They are getting out and getting things done actively. As I told you all in the beginning it will be a little bit of a journey to get all this started. Nothing was in compliance with the Police Department; we got it all together and passed 100%. Mayor Deel thanked Richard and Chris for all of their hard work that they have put into the Police Department. Mayor Deel updated council and let them know we are trying to get a grant to get the reporting system needed for the Police Department. We are hoping to increase our officers to 4, we currently have 2 officers.
Council Comments:
Mayor Deel asked for council comments; some council comments were made about getting the drugs out of Clinchco. Discussion was also made about the bridge up Palmer Street and when they were going to start on it. As of this time it is unknown. Mayor Deel stated the special election was coming up and if anyone wanted to run they had until Friday at 5:00 to have their papers filed.
Public Comments:
Mayor Deel asked for public comments; no public comments were made.

Vice Mayor Ralph Sutherland made a motion to adjourn; Virginia White seconded the motion; a vote was taken and all members were in favor.
